Developing Water Supply and Sanitation Sector in Vietnam through New Partnerships

Description

The need for development in water supply and sanitation sector in Vietnam is great. Government’s role is weakening and support of development assistance decreasing. The role of utilities and the importance to informal sector are increasing. The need of cooperation and partnerships between utilities is growing and in this the Vietnam Water Supply and Sewerage Association (VWSA) has a central role. The long term development objective of the project is to increase the coverage of organized water and sewerage services. The project has four immediate results: 1. The performance of VWSA has improved. A new operation model of VWSA will be prepared and training will be given for its implementation 2. Partnership network of VWSA and its member utilities is established. Contacts will be built to potential partners. Information on VWSA and its members will be increased, contacts with sector organizations arranged. 3. A Guideline for support the improvement of the performance of member utilities developed through a pilot performance development project in 2–3 utilities. Development programs for pilot utilities will be prepared and implemented. Based on the feed-back, a Support Guideline will be prepared for VWSA’s use. 4. The performance and the level of service of VWSA member utilities improved. VWSA will support the performance development of members by training and technical assistance utilizing the Support Guidelines The project supports the objectives of the development policies of Vietnam and Finland. Training and guidance of operations are the focal themes of the project and cross cutting objectives (gender equality, climate resilience, decreasing inequality) have strong role in these themes The main partner is VWSA. Among its members, other partners are Administration for Technical Infrastructure (ATI) and South-East Asian Water Utilities Network (SEAWUN) and e.g. FIWA, Finnpartnership, Finnvera and Finnfund in Finland. The main beneficiaries are VWSA and its members. Women and vulnerable groups will specifically benefit from improved water and waste water services. The actors and companies in water sector will benefit from the increased need of services.
