Community-based Action to Promote Lung Health in Central Asia 2017-2020

Description

Tobacco use is common in Central- Asian countries at the same time as knowledge about health effects is low. Kyrgyzstan, Tajikistan and Uzbekistan are the poorest countries in the area and local resources are scarce. Prevalence of disease and increased mortality due to tobacco use in can only be reversed by comprehensive tobacco control policies including effective grass roots activities. A model for community-based tobacco control have been developed and implemented by Filha in four regions in Kyrgyzstan (Chuy, Naryn, Talas, Issuk-Kul 2011-2016) in accordance with the FCTC recommendations (WHO). The results have been encouraging and the model is included as part of the national NCD strategy of Kyrgyzstan. The project aims at training key groups in society (family doctors, teachers, school children, Village Health Committees, media, local authorities) in tobacco control issues (tobacco legislation, prevention, cessation, tobacco dependence treatment) and that way increase the knowledge of the population, influence attitudes and support tobacco cessation. To ensure sustainability measures are included in existing structures of the health care and routines in the work of local administration. Kyrgyz experts will be used as experts in other Central Asian countries as a capacity building measure. This last phase of the project in Kyrgyzstan includes implementation in the three regions in the south (Osh, Jalal-Abad, Batken) as well as ensuring sustainability nationwide. Discussions with Tajik and Uzbek counterparts as well as with WHO country offices and other relevant stakeholders will continue to define what project activities should be implemented first in these countries and to coordinate activities. MFA funding will not be sufficient to completely integrate the Kyrgyz model into Tajikistan and Uzbekistan but will however be crucial in starting the work on grass roots level. Additional funding will be negotiated with donors in accordance with specific needs identified in Tajikistan and Uzbekistan. As a results of the project a network of tobacco control advocates including both governmental and NGO stakeholders in Central Asian countries will be established.
