INT/Support to INTOSAI

Description

International Organisation of Supreme Audit Institutions (INTOSAI) is a global network of supreme audit institutions with 192 member organizations and 5 associate members, including World Bank. INTOSAI Development Initiative, IDI, focuses it development actions on developing countries. IDI supports INTOSAI member organizations in facing three well recognized challenges: institutional and political challenges relate to the threats to SAIs independence, while professional challenges are linked to quantitatively and qualitatively insufficient human resources. External challenges are those relating to the SAI capacity to meet the demand of CSOs and other actors. As a reaction to the later IDI has developed model that support a closer and more transparent cooperation with non-governmental organizations, parliaments, donors and other stakeholders. To strengthen staff capacity IDI trains them e.g. in applying International Standards of Supreme Audit Institutions. The latest programme taylormade for partner countries is on the Audit of Sustainable Development Goals. Finland has support IDI since 2004 with appr. 200,000 € per year and is satisfied with the results. The latest financed action plan covered years 2013-2015. In 2015 IDI used appr. 7,5 million euros to help strengthen SAI operations in developing countries. Total number of 122 SAIs, of which 45 in fragile states, benefited from the programme. Of the total 1106 training participants 41 % were female and among resource persons the share of women was 44 %. Over 40 % of programmes are available in several languages. The cost efficiency of IDI operations is based on regional events organized in close cooperation with contributing INTOSAI members. Regional actions support peer to peer learning and give rise to long term partnerhsips between agencies that deal with similar problems. The Finnish grant contribution will be channeled through IDI Secretariat and it will be earmarked to the completion of 2016 action plan in ODA-eligible countries.
