UEF-UNEP Course on Multilateral Environmental Agreements

Description

UEF-UNEP Course on Multilateral Environmental Agreements aims at broadening the participants’ professional perspective as well as increasing interaction between participants with different professional backgrounds. More than half of the participants are selected from developing countries. The course strengthens the capacity of developing countries in participating in the negotiations on multilateral environmental agreements and especially the capacity to participate in the decision-making, monitoring and evaluation of the implementation of environmental agreements. The project enhances the knowhow of developing countries authorities and other representatives in international environmental public management, law and diplomacy and thus strengthens developing countries' capacity in developing their environmental and natural resources management. The Ministry for Foreign Affairs (MFA) has funded the course organized by the University of Eastern Finland in collaboration with UNEP since 2004. The course has different themes every year. The 2014 course was organised in Joensuu (theme: Environmental Security) and the 2015 course in Shanghai (theme: Climate Change). The proposed theme for 2016 is the efficiency and effectiveness of Multilateral Environmental Agreements. Due to the change of the legal status of Finnish universities, the organizer was re-selected in 2011 by using an open tendering process covering the 2012 and 2013 courses (1+1 principle). The funding for years 2014-2015 was given as a state grant, because due to the EU state aid rules the funding in this case did not fulfill the public procurement criteria. University of Eastern Finland was the only applicant. It is proposed that the MFA will support the course by 90 000 euros in 2016. The funding will be given as a state grant.
