Turkey, No Lost Generation -stragegy. Supporting education sector in Turkey through UNICEF

More than 6,5 million Syrian children are in need for humanitarian assistance inside Syria or as refugees in neighboring countires. No Lost Generation is a regional strategy designed to support their access to education, improve the level of psychosocial support and child protection and increase opportunities for vocational / life skills training. Finland has so far contributed 5 Million Euros for the NLG-strategy through UNICEF in Lebanon. So far the strategy has helped reducing the proportion of out-of-school chilrdren from 70 to 49 per cent by July 2014, meanwhile the number of refugees almost doubled. Additional funding of 2,5 MEUR for the strategy is channeled through UNICEF in Turkey. In terms of programming, this means contributing to the education sector programme of UNICEF within the Turkey component of the 3RP (Regional Refugee & Resilience Plan). The objectives of the programme are; 1) Ensure sustained access to formal, informal and non-formal education programmes for refugee chilren, youth & adults; 2) increase the quality of education for Syrian refugee children in a protective learning environment. International humanitarian and developmetn funding for Turkey has so far been very low: only 36 % of the appeal during the 2014. According to the estimates of UNHCR in Turkey, almost 900.000 new refugees may enter Turkey during the year 2014. This would raise the total amount to 2,5 million. The concentration of the refugees is highest on the poor southern and south-eastern areas of Turkey, further raising the pressure on the sometimes already straineed local communities and provision of services. Thus, funding for Turkey (even as an upper middle-income country) is justifiable. Even though the internal political situation in Turkey is rather stable, is the project still concluded under at least moderate risk.
