Neighbouring area cooperation has been conducted between Finland and Russia for nearly 17 years. Both the experiences and the results obtained have been positive. The Neighbouring Area Agreement has enabled direct cross-border communication between public authorities, institutions, companies and organisations, thus leading to the creation of unique cooperation networks. Neighbouring area cooperation has also set an example for the cross-border cooperation programmes of the European Union.
