13 June 2014
Development Minister Pekka Haavisto will visit Sierra Leone on 16–18 June. Haavisto will co-chair the annual meeting of the International Dialogue on Peacebuilding and Statebuilding (IDPS), which promotes the development of fragile states, together with Minister of Finance Emilia Pires of Timor-Leste and Minister of Finance Kaifala Marah of Sierra Leone.
The meeting will discuss the situations of crisis countries included in the dialogue – Somalia, the Central African Republic, Guinea Bissau and South Sudan. In addition, solutions for crisis prevention and intervention at as early a stage as possible will be sought. The second special theme of the meeting is the role of Ministers of Justice and legal systems in statebuilding and peacebuilding.
At the meeting, Haavisto represents countries assisting fragile countries (the International Network on Conflict and Fragility, INCAF) and Pires the G7+ Group, a coalition of fragile countries. The meeting is closely linked with the peaceful societies theme, advocated for inclusion on the UN’s Post-2015 Development Agenda by Finland together with the G7+ Group.
Haavisto’s agenda also includes meetings with the top government leaders of Sierra Leone, international donors and civil society actors.
The IDPS is an international group promoting the development of fragile states that brings together fragile states, donors and civil society representatives. The work of the IDPS departs from the idea that issues concerning development and security are intertwined. The aim is to find new operating models that will help fragile states onto their feet and down the road of sustainable development.
The emphasis of activities is placed on developing countries’ own needs and commitment as well as strong cooperation between fragile states, donors and civil society. Alongside sustainable development, Finland’s central priorities in the group’s activities are gender equality and equal opportunities in statebuilding, stengthening the national financial foundation of fragile states, and the reinforcement of trust between the state and citizens.
