Lebanon Syrian Crisis Multi Donor Trust Fund

The World Bank and the Government of Lebanon have established a multi donor trust fund to support the Lebanese society against the repercussions of the Syrian crisis. The state economy has suffered been overstrained (for instance due to a demand increse for public services) and the gross domestic product is expected to decrease by 2,9% annually. The guiding principle of the support package, the ”Lebanon Roadmap of Priority Interventions for Stabilization from the Syrian Conflict”, contains several projects in the fields of health, education, infrastructure and water and sanitation. The fund supports both immediate needs and longer term development agendas. The main purpose of the fund is to assist Lebanon to cope with one of the most severe crises in the country's recent history and as a result improvement in the resilience of some sectors of society may be anticipated. The main actors will be Lebanese goverment entities and ministeries, the UN-system and NGOs accustomed to working in the field in Lebanon. The Fund will operate in a high-risk environment and its tenure is expected to be from 2014 to 2019. Finland will participate in the Steering Board of the Fund. Amendments have been made to the initial project proposal and they are described in a separate chapter. Finland's targets the implementing mechanisms have been clarified. The statiscis note has been updated and Finland's plans for advocacy efforts in the Steering Board have been spesified. It is recommended that the proposal be funded by 3 million Euros in one installement in 2014.
